Tiberius’ tactical mistake while dealing with the Senate proved extremely costly: the Senate persuaded the other tribune of the plebs – Marcus Octavius – to veto the bill, and Tiberius reacting by raising what was in effect a constitutional question: he argued that Octavius should be immediately deposed, arguing that, as a tribune, he had acted against the wishes of his constituents, the plebs.
